I'm afraid the chap is out of his depth. He looks around for various models and then tries to see which, with his limited knowledge of Ukraine, would fit that country. A better way would be to study Ukraine, its problem(s) and then look for solutions. Someone I heard on CBC the other day (didn't catch if he was a prof. from Harvard or Toronto) had a much better analysis of "federalism for Ukraine" as a tool do weaken and dismember Ukraine.
