At the oblast, regional and village levels it would also be prudent to
activiate the citizens defense forces militia to openly drill in public as
well as to put all local police and other civilian law enforcement of all
jurisdictions on high alert. Time to resurrect the organizational and
military structure of OUN-UPA.
