Russian as a second state language nationally and the right to hold
local referenda, as well as a two-tier National Assembly. Plus of
course, more power generally to the local Rada.

Meanwhile we are still waiting for a preliminary report from the Rada
language committee, which was to have been issued yesterday.

Donetsk will not get its language wish, though it probably will retain
the right to a "regional" language (with various caveats). It will not
get its referendum wish in the form stipulated here. It will get
increased local powers. That's my guess at the moment.

Looks like the focus of the Presidential campaign is slowly being
established. The candidates will need clear opinions on all these
issues. Poroshenko is already on record as rejecting "federalization".
