The West is using sanctions to prevent further incursions into Ukraine.
The West should continue escalating sanctions till Russia withdraws from Crimea. By not doing this, it suggests there is a weak price to pay for invading, just need to let enough time to pass inbetween invasions and Russia will not be punished at all and get to keep the territory they stole from neighbours.
Once again the West does not really understand what kind of signal they are sending.
