Not really.
Typically, navy personell (I speak from Canadian experience) on board ship
are not armed. The arms are stored in the arms locker till needed, and even
then only by those who require them.
A surprise boarding party of 10-20 armed men can easily take over an
opposing small naval vessel.
Some of the bigger ship, like American aircraft carriers have militrary
police and security teams constantly armed. With 5,000 people aboard, the
ship is like a small city requiring a local "police". The payroll and
expense money stored on ship in hard cash is massive and requires
protection. The security teams protect vital parts of the ship such as
nuclear reactors, secret communications rooms etc.
