If you go to this cyber-berkut.org they list all the sites
they have attacked -- not surprisingly includes many
Ukrainian activist and Ukrainians independent media and
Ukrainian orghanization websites and some international
human rights organizations.

This tells me this is Russian and not Ukrainan. They
may be using Ukrainian internet infrastructure for the
attacks but the people in charge are from moscow.
