I'm no expert on drunk behaviour, but from the clip organized by the authorities to show Lucenko's drunk behaviour, including his insults of the berkut officer, it does not seem to me that he was drunk or that he insulted the officer.

A more expert observer's opinion would be appreciated. Please see (especially around 3:40 min):
